Notes: attrs->>'PWSId' (e.g. 'TX1011227') joins to curated.water_system.pwsid and the violation / lead-copper tables. attrs->>'PWSName' is often the district name ('HARRIS COUNTY MUD 105'). Filter attrs->>'Active' = '1'. Find the system serving a point with ST_Contains(geom, point); areas can overlap, so take all matches. Boundaries are self-reported to TWDB and approximate.
